In October 2023 New Zealanders elected a new tripartite Coalition Government, which has promised “to manage a strong economy that will ease the cost of living and deliver tax relief, restore law and order, deliver better public services and strengthen democracy”.
CA ANZ’s New Zealand Country Head, Peter Vial, FCA will reflect on the first six months of the new Government’s term in office, including progress in implementing National’s 100-day plan and 100-point economic plan – ahead of the new Government’s first Budget to be delivered by Hon Nicola Willis, Minister of Finance, on 30 May.
Key areas of focus for Peter will include tax reform, education and immigration settings relevant to our profession, sustainability settings, government spending and the regulatory landscape. He will also update members on regulation and professional conduct developments in New Zealand.

New Zealand Tax Update - By Des Trigg |

NZ tax residency continues to be by far the most debatable topic for persons arriving in/returning to NZ (permanently or temporarily). WHY? NZ tax is imposed on worldwide income of NZ tax residents. Foreign-sourced income (liable for NZ tax) is thus included in a NZ tax liability. There is no double taxation. A credit is available for foreign tax, BUT ONLY to the extent of the foreign tax charged on that income. Unlike other Western countries, NZ has little in the way of tax exemptions/rebates; the effect of which there is generally a shortfall of tax after foreign tax credits.
What should you be considering?
If you have a “home” in both NZ and your current place of abode (for a period), the Double Tax Treaty might delay establishing NZ tax residence; thus protecting continued foreign-sourced income from NZ tax for that period. If such foreign income is passive (interest/dividends/rental/royalties/pensions/super, for example), there is a 48-month “holiday” before such income hits the NZ tax net. But take care, the holiday is not 4 years. It is 48 months from the day of assuming NZ tax residence!
If seconded to NZ to work (NZ tax is imposed on NZ sourced income), consider the option of working as a contractor, rather than an employee (there are tax benefits for both parties).
